How do you form the plus-que-parfait?

Auxiliary (avoir or être) in imparfait + past participle. "J'avais mangé", "elle était partie". It expresses an action completed before another past action.
Why
"Quand je suis arrivé, il avait déjà mangé." The plus-que-parfait is "past before past."
