What's the difference between "c'est" and "il est"?

C'est + name/noun/article: "C'est un professeur." Il est + profession/adjective (no article): "Il est professeur." Both mean roughly "he is", but the grammar differs.
Why
Rule of thumb: c'est before a noun with an article, il est before an adjective or a profession without an article.
